NYSC - Evaluation And Physical Verification Of Foreign Trained Graduate (ALL YOU NEED TO KNOW)

The NYSC mobilization process for a locally trained graduate is quite different from the mobilization process of the foreign trained graduates.  Just as the locally trained graduates (students who schooled in Nigeria) are required to follow certain procedures to get their names and details enlisted on the NYSC Senate list, this is different for the foreign trained graduates (students who schooled outside Nigeria). 

These foreign trained graduates do not in any way require the Senate list to be mobilized for service, rather they follow a different approach organized by the NYSC management for their own mobilization. This process in which foreign trained graduates are to follow in order to go for the National Youth Service Corps Programme is known as Evaluation. 

Now what is NYSC evaluation? It is a mobilization process that has been initiated by the NYSC body for foreign trained PCMs in order to verify and authenticate the originality of all their documents or credentials before they can proceed for service. 

Certain steps or processes are required to be undertaken for this process to be successful of which without the evaluation process foreign trained graduates cannot make it to any NYSC batch. Below are the necessary steps to guide foreign trained prospective corp members for a successful evaluation

1. ACADEMIC QUALIFICATION

Both originals and photocopies of certain documents are required which include; 

  • First University Degree certificate or HND course mark sheet (mainly for students in Indian Universities). Note that transcripts, statement of result and attestation letters aren't accepted. 

  • O-level certificates. Kindly take note that online result print out is not accepted. 
  • Foreign PCMs are required to obtain credits in not less than 5 subjects which must include English and Mathematics and it must not be less than 2 sittings. 
  • For those who engaged in "Top-Up" programmes or courses they are requested to upload their foundation certificates. Some of the foundation certificates are; APTECH, OND, NIIT, e.t.c. Not excluding Optometrists and Medical doctors who are to be in possession of evidence which shows that they completed Housemanship. They should also have their registration certificate with the Medical and Dental Council of Nigeria or Optometrist Association of Nigeria. 
  • For the Pharmacy students, they are to tender proof that shows they completed internship training with the Pharmacists Council of Nigeria. For the Medical laboratory scientists, they are to tender genuine license and also certificate of registration from Medical Laboratory Council of Nigeria. 

2. COMPLETE TRAVEL DOCUMENTS

Here are the list of travel documents that you as a foreign trained PCM should have;

  • Visa showing your entry to the foreign country you studied.

  • Date of first departure from Nigeria.

  • Date you returned to the country (Nigeria) after completing studies outside. 

  • Passport page showing these dates. As for candidates who have dual Nationality (multiple citizenship), they are requested to upload data pages of the international passports of the countries they nationalize in. They will also be presenting these passports in the orientation camp for verification.  

  • Resident permit (This is mainly for graduates who schooled in universities within west African countries outside Nigeria)

I Have Lost My International Passport What Do I Do? 

In a situation whereby a foreign trained graduate has misplaced or lost his/her international passport, he or she is expected to get the below documents;

  • Immigration and Police report direct from the country where the international passport was misplaced or lost. 

  • Sworn affidavit.

  • Evidence that shows he or she lives in the country of study and a new international passport.

Note that PCMs who fall in the category of lost passport must upload the Personal data page of the new international passport they just obtained. 

I Have Lost Some Academic Credentials What Do I Do? 

In a situation whereby a foreign trained prospective Corp Member has misplaced or lost his/her academic credentials, he or she is expected to carry out the below;

  • Obtain a Police report. 

  • Obtain a Sworn affidavit from any legal Court. 

  • Obtain a confirmation of result directly from the examination body (implies to loss of O-level certificates) or the institution he or she graduated from (implies to loss of degree or HND certificate). 

BELOW ARE SOME FEW EXTRA INFORMATION FOR FOREIGN TRAINED GRADUATES 

1. For those foreign trained PCMs with Ceritfcates which are not written in English Language, it is expected that they translate such certificate at the embassy of the country where they studied before it is being tendered to the National Youth Service Corp (NYSC).

2. There are certain degree holders who are not qualified or eligible for mobilization, these include; Diploma of Higher Education holders and Higher Certificate of Education holders. These candidates are advised not to think of registering for the NYSC programme. 

3. Take note that attestation letter, letter of course completion or any other related document is not accepted to suffice for any original certificate. 

4. For documents or foreign institutions whose status is questionable, the NYSC body has the right to verify its authenticity from the Federal Ministry of Education so all PCMs who are foreign trained are advised to present original and authentic documents from genuine institutions. 

5. For married women who schooled outside, they will be deployed to the state in Nigeria where their husband resides. For more clarity about married female PCMs click here

7. No foreign trained PCM should send his or her documents home until these documents are verified by NYSC officers in charge of the verification process. 

8. For foreign trained Corp members who will be relocated to another state different from the initial state they were posted to after online registration, they are to tender proof which shows that they have undergone physical verification before they can be officially registered in the new state they relocate to. 

9. For foreign trained graduates who have been excluded from serving i.e those who are exempted from service, they are required to tender their academic credentials and the international passport they uploaded. They are to submit these credentials to the NYSC  Evaluation Division, Corps Mobilization Department, at the National Directorate Headquarters in Abuja so as to be issued an Exemption Certificate.
